Board of Director's -- APRIL -- Regular Meeting

 

 

CALL TO ORDER: Wednesday, April 6, 2005 – President J.K. Muller convened the meeting to order at 15:50 hours.

ROLL CALL: J.K. Muller, President; C. Bales, Vice-President; J. Huss, Secretary; J. Allard, Treasurer; A. Preece, Sergeant-at-Arms/ Director (POL); E.N. Evenson, Director (VAC); J. Nelson, Director; C. Nesmith, Director; VACANT, Director.

OTHER MEMBERS PRESENT: D. Hashin, Chief Financial Officer.

GUESTS: Greg Petersen.

 

MINUTES: Minutes for the Regular Meeting of March 9, 2005 were emailed to the Board of Directors.  Motion by C. Bales and J. Nelson to accept the Minutes as written, with all concurring.  Minutes posted on the POA’s web site at www.hbpoa.org.

TREASURER REPORT: The Treasurer’s Report was prepared and presented by D. Hashin and authorized by J. Allard.  The Treasurer’s Report, which included the Membership Report and Monthly Financial Report was filed and is available upon request.  Motion to accept the report(s) as presented by J. Huss and C. Bales, with all concurring.

 

EXECUTIVE SESSION: Association attorney updated the Board of Directors on the litigation matters involving the POA (Range lawsuit).  Discussion held regarding other matters of concern as well. 

 

OLD BUSINESS

DIRECTOR VACANCY: The “Special Election” is in progress and will conclude at the end of the month for the new Director to fill the vacant position.  The new Director is to take office at the Regular May Meeting and complete the vacated term until September 2006.

STREET COPS AWARDS: J. Huss said that invitations are in the mail for the 10th Annual ‘Street Cops Awards’ Program hosted by the HB Elks Lodge 1959.  The program will be held on Saturday, May 7, 2005 and seating is limited to a first-come first RSVP basis.  He encouraged members to attend the event.

HONORARY MEMBER GROUP: C. Nesmith reported that the Honorary Membership has dropped somewhat in the past years, stating that we now only have about 20 some members that belong.  He said that all Honorary Members current in their dues for 2005 have been invited to attend the ‘Street Cops Awards’ Program this year replacing the old ‘get-Together’ Program, and we look forward to the opportunity as a social event as well. 

DISCIPLINE MEDIATION: J.K. Muller said that he was asked about this with in-put from the POA.  He said it was to be discussed further at the POA/ Senior Staff Meeting later this month.

  

NEW BUSINESS

MEMORIAL CEREMONIES: Stipends for any POA members attending either the California or National Police Memorial Ceremonies will be distributed after the June Regular Meeting and the names of the members attending either event must be in writing to the POA Secretary by the June Regular Meeting on June 8, 2005. 

OPEN HOUSE: The police department will be holding an open house on Saturday, May 21, 2005.  Members are encouraged to tell their neighbors or anyone else interested of the event. 

ADOPT-A-PLATOON: J.K. Muller discussed this program with the Board of Directors saying that Councilman Coerper wanted the POA to help support this program.  Some Directors had questions on how the program was suppose to work, because there are similar programs in place like this for service personnel.  C. Nesmith was asked to contact Councilman Coerper for more details. 

COMMUNICATIONS CENTER: Discussion held on a problem developing in the Communications Center with individuals putting in for time off beyond what the schedule is at.  POA attorney said that most of the time-off is regulated by federal law, but could possibly be resolved by a side-letter.  J.K. Muller said that he hoped it could be resolved more informally prior to a side-letter agreement.  This will be discussed further at the POA/ Senior Staff Meeting. 

 

COMMITTEES

NEGOTIATIONS TEAM COMMITTEE: J.K. Muller said that the payroll issues are still be worked out by the City and hope to be resolved with a satisfactory solution by May. 

LABOR MANAGEMENT RELATIONS COMMITTEE: (Held on 03-09-05)

The meeting was held with Assistant Administrative Services Director/ Captain Thomas and J.K. Muller, C. Bales and J. Huss.  The meeting was an informal discussion on a variety of topics.  It was said that the City had received the PERS Actuarial for the detention officers for ‘safety retirement’ that was showing as a minimal cost.  More discussion will follow on this at a later date. 

RETIREMENT PARTY COMMITTEE: D. Hashin said that all of the POA monies are in the reserve account to pay for our portion of this event.

Ø                   May 11 – OC Peace Officer Memorial Ceremony, Plaza of the Flags

Ø                   May 15-21 – National Police Week, Washington, DC

Ø                   May 21 – HBPD Open House

Ø                   June 17 – Law Enforcement Appreciation Day, Edison Field

  

ADJOURNMENT: This meeting was adjourned at 19:45 hours to reconvene at 15:30 hours on Wednesday, May 11, 2005.
