Annual General Membership Meeting - Special Meeting



CALL TO ORDER: Wednesday, September 8, 2004 - The General Membership Meeting was called the meeting to order at 18:00 hours, at the Huntington Beach Elks Lodge by the Sergeant-at-Arms A. Preece.

BOARD OF DIRECTORS ROLL CALL: R. Reinhart, President; J.K. Muller, Vice-President; J. Huss, Secretary (VAC); C. Bales, Treasurer; A. Preece, Director/ Sergeant-at-Arms; C. Nesmith, Director (ILL); E.N. Evenson, Director; J. Nelson, Director; J. Allard, Director.
OTHER MEMBERS PRESENT: D. Hashin, Chief Financial Officer, Attendance roster available.
GUESTS: Insurance vendors.


GENERAL MEMBERSHIP MEETING

NEW BUSINESS
INSURANCE VENDORS
: Insurance vendor(s) were available for members to ask and answer any specific questions. Vendors were: AFLAC - Update & Claims and Myers/ Stevens - PORAC
ELECTION RESULTS: The election results had been posted and were as follows:

Corwin Bales - 79
E. Norm Evenson - 88
Bobby Frahm - 81
J. Kreg Muller - 89
Chris Nesmith - 76**
Cheryl Stover - 33
Russ Reinhart - 123

There were nine other write-in candidates, however none of those write-in candidates received more than three (3) votes of the 125 ballots cast in this election.

R. Reinhart then introduced the 2004-2005 Board of Directors and the POA's newest Director, C. Nesmith, as well as the Executive Officers. R. Reinhart explained that R. Frahm declined the position to the Board of Directors, due to other commitments. Because of this the next highest receiver of votes was C. Nesmith. **C. Nesmith assumed the role as Director.

R. Reinhart expressed his appreciation to D. Hashin who was retired for his many years of support of the Association as a member and member of the Board of Directors as Treasurer. Feeling that D. Hashin was a valuable member of the POA even as a retired member, R. Reinhart appointed him as the Association's Chief Financial Officer, and expressed his future volunteerism to the POA & POF.
FINANCIAL REPORT: D. Hashin, CFO, provided an overview of the Association's & Foundation's assests. Individual members may contact either D. Hashin or C. Bales to review the Treasurer's Report in more detail if desired. Membership: 197 Regular Members; 8 Associate Members; 1 Active Retired Member.
LITIGATION: R. Reinhart gave a status report to the membership on the Range Lawsuit and the Workers Comp Lawsuit.

The most signifigant thing was the amount of money the City has currently spent on legal fees is exceeding what the estimates were for the site clean up costs, approximately $1.1 million. The lawsuit is scheduled for trial in February 2005.


COMMITTEE REPORTS
NEGOTIATION COMMITTEE REPORT
: R. Reinhart gave a status report as to where negotiation meetings are. Since the side-letter agreement on Health Care Plan - CalPERS was reached the POA and City have had no further meetings and we are approaching a year without a contract.

The City has hired a labor negotiator and released the attorneys from direct negotiations with some of the employee groups. The Board of Directors have a scheduled meeting on Friday to meet with her and some of the City new negotiation team members.

R. Reinhart credited Chief Small with his campaigning with the City on seeking better benefits to help the Department with recruiting of police officers, including lateral police officers. This also includes a revised look at Education Incentive Plan, and Gun Vesting. He just appreciated the improved dialogue between the POA and the Department during negotiations.
POLITICAL ACTION COMMITTEE REPORT: R. Reinhart said that the PAC has endorsed Keith Bohr and Don Hanson in the Huntington Beach City Council race.
