Board of Director's -- MARCH -- Regular Meeting

 

CALL TO ORDER: Wednesday, March 10, 2004 – President R. Reinhart convened the meeting to order at 16:25 hours.

ROLL CALL: R. Reinhart, President; J.K. Muller, Vice-President; J. Huss, Secretary; D. Hashin, Treasurer; A. Preece, Sergeant-at-Arms/ Director; C. Bales, Director; E.N. Evenson, Director; J. Allard, Director (SCH); J. Nelson, Director.

OTHER MEMBERS PRESENT: None.

GUESTS: None.

MINUTES: Minutes for Regular Meeting February 11, 2004 accepted on motion by E.N. Evenson and A. Preece, with all concurring.  

TREASURER REPORT: D. Hashin presented the Treasurer’s Report.  Motion by J.K. Muller and J. Huss to accept these report(s) as presented with all concurring. 

  OLD BUSINESS

POA OFFICE: J.K. Muller said that Phase 2 is almost completed and estimated to be under budget.  Discussion held on Phase 3 construction plans and costs.  R. Reinhart suggested that any further construction be postponed for now. 

CASINO NIGHT: E.N. Evenson said tickets are now on sale for the POA’s 40th Anniversary Party on Saturday, April 3, 2004 at the Huntington Beach Elks Lodge. He said ticket sales are going well and many businesses and groups have agreed to sponsor tables.  Notice has also been given to our Honorary Members, retirees, and other law enforcement agencies. 

  NEW BUSINESS

PORAC LABOR SYMPOSIUM: Discussion on attending the PORAC Labor Symposium in Palm Springs on April 20-22, 2004.  Usual cost will be covered for attendees.  Attendees: J.K. Muller, J. Huss, J. Allard, C. Bales, E.N. Evenson, D. Hashin – R. Reinhart attending on behalf of PORAC.

TRAINING CLASS: R. Reinhart requested to attend a negotiations class presented by Libert, Cassidy & Whitmore in San Francisco, CA on March 25-26, 2004.  www.LCWlegal.com Motion by A. Preece and J. Nelson to approve his attending and usual/ customary expenses, with all concurring. 

COMMITTEES

LABOR MANAGEMENT RELATIONS COMMITTEE: (Held Wednesday, March 10, 2004)

Reviewed pending issues from the last meeting.  No significant updates. 

bullet Unit Modification: R. Reinhart said that the POA has given the City notice that we are appealing the denial of the Parking Control Unit Modification request to the Personnel Commission.  The City believes that the hearing date will be scheduled for April Meeting (April 21, 2004).  However, prior that the City wants to discuss procedural matters for that meeting because this is the appeal of any Unit Modification. 

NEGOTIATIONS COMMITTEE: R. Reinhart presented the PERS actuarial statements for the City, which he received after visiting the PERS office in Sacramento recently.  The actuarial reports had the upcoming payment rates for the City.  For Detention Officers to be reclassified as safety for retirement will cost 0.8% of salary. Discussion held. 

 ACTIVITIES:

Ø       April 3 – Casino Night/ 40th Anniversary, HB Elks Lodge 1959

Ø       April 20-22 – PORAC Labor Symposium, Palm Springs

Ø       April 21 – Personnel Commission Meeting, City Hall

Ø       May 1 – Street Cops Awards. HB Elks Lodge 1959

Ø       May 7 – California Peace Officers’ Memorial Foundation Ceremony, Sacramento

Ø       May 9-15 – National Police Week, Washington, DC

  

ADJOURNMENT: This meeting was adjourned at 20:30 hours to reconvene at 15:30 hours on Wednesday, April 14, 2004.
