Board of Director's -- FEBRUARY -- Regular Meeting

 

CALL TO ORDER: Wednesday, February 11, 2004 – President R. Reinhart convened the meeting to order at 15:35 hours.

ROLL CALL: R. Reinhart, President; J.K. Muller, Vice-President; J. Huss, Secretary; D. Hashin, Treasurer; A. Preece, Sergeant-at-Arms/ Director (ABS); C. Bales, Director; E.N. Evenson, Director; J. Allard, Director; J. Nelson, Director.

OTHER MEMBERS PRESENT: None.

GUESTS: None.

MINUTES: Minutes for Regular Meeting January 14, 2004 accepted on motion by xxx and xxx, with all concurring.

TREASURER REPORT: D. Hashin presented the Treasurer’s Report, which covered POA General Fund/ Quarterly, Monthly Reports and POF Summary Comparisons (2003-2004). Motion by J. Nelson and C. Bales to accept these reports as presented with all concurring.

 

OLD BUSINESS

WEAPON VESTING: R. Reinhart spoke personally with the Chief on this topic and drafted a memo addressing it. After the Chief looked into this matter the weapon was issued to the retired employee (Case) at no cost to the employee.

POA OFFICE: Discussion held on progress and completed construction. Motion by E.N. Evenson and J. Nelson to begin Phase II of the POA office construction with a budgeted cost of $2,500.00, motion carried.

PER DIEM LAWSUIT: Case has settled and the checks were distributed for cashing from R. Reinhart to J. Nelson to deliver to the parties involved. The checks were dated in August 2001, which the City Treasurer’s office said would still be processed for cashing.

UNIT MODIFICATION: R. Reinhart advised that the City denied the Parking Control Officers join the POA as their collective bargaining unit and was delivered a letter in person denying the move in the LMRC Meeting earlier today. Letter distributed to the Board of Directors for review and comment. Discussion held.

E.N. Evenson was directed to contact the ‘Parking/Traffic Control Coordinator’ to work with R. Reinhart to make an appeal to the Personnel Commission. R. Reinhart will respond to the City notifying them of the appeal.

 

COMMITTEES

LABOR MANAGEMENT RELATIONS COMMITTEE: (Held Wednesday, February 11, 2004)

Protected Leaves: Discussion held on the documentation of Department policy for "employee service credit for military leave or other protected leaves." Clarification still needed and approval of Chief. More discussion will take place at the POA/ Senior Staff Meeting.

Police Officer Bill of Rights (POBR): Letter had been received, but not reviewed by the City – no comment made, but the Chief has already agreed to permit the review of comments on promotional exams and assignment selection process.

Confidentiality of Salary Information: Discussion held on this matter, which POA says is protected by the POBR. City waiting for opinion from the City Attorney’s Office.

Petition for Modification of Established Unit: Letter received from the City that denies the petition of the Parking Control Officers to join the POA.
