Board of Director's -- APRIL -- Regular Meeting Continued

CALL TO ORDER: Wednesday, April 14, 2004 - President R. Reinhart convened the meeting to order at 15:30 hours.
ROLL CALL: R. Reinhart, President; J.K. Muller, Vice-President; J. Huss, Secretary (VAC); D. Hashin, Treasurer; A. Preece, Sergeant-at-Arms/ Director; C. Bales, Director (VAC); E.N. Evenson, Director; J. Allard, Director; J. Nelson, Director.
OTHER MEMBERS PRESENT: None.
GUESTS: None.

TREASURER REPORT: D. Hashin presented a complete Treasurer's Report. Motion by E.N. Evenson and J. Allard to accept the report(s) as presented with all concurring.


OLD BUSINESS
LEGAL DEFENSE FUND
: Discussion continued on the new plan for expanded coverage for on-duty or off-duty, non-course and scope coverage for all POA LDF members. Another motion to reaffirm enrollment was made by D. Hashin and J. Allard to add this additional coverage to our LDF Plan to be effective on May 1, 2004.
SENORITY RANKING: Discussion held on the Department's draft changes on "Seniority Ranking" and the Board of Directors agreed to the changes with the exception of the "suspension" language.
PROMOTIONAL PROCESS: POA received and discussed the Department's "promotional process" (as it pertains to testing for sergeant). The Board of Directors will discuss this matter further at the next Senior Staff/ POA Meeting.
CITY CODE OF ETHICS: R. Reinhart said that members are still receiving the City's "Code of Ethics" for their signature. POA members are not to sign this until this area has been discussed under "meet and confer." The Chief and his Senior Staff had agreed that it is a subject of "meet and confer," which has not occurred as of yet. All the sheets that have already been signed will be pulled and are not effective.
RANGE LAWSUIT: R. Reinhart said that the City had lost recent major motions in the continuing Gun Range Lawsuit litigation. It is estimated that the City is already over $1 million in legal fees on this case already and still refusing to settle.

NEW BUSINESS
CITY ADMINISTRATOR POSITION
: Discussion held on the candidates for City Administrator position. City Council should be conducting final interviews on April 23, 2004. Current City Administrator, Ray Silver retires at the end of the month.
DISCIPLINE MEDIATION: R. Reinhart explained the process of "minor discipline mediation" concept. He said how this concept has been adopted and applied in San Diego PD and Los Angeles PD. Our Department is looking into using this concept and seeking the POA's input.

COMMITTEES
NEGOTIATIONS COMMITTEE
: R. Reinhart provided an update on the Health Care Plan and the status of negotiations. Discussion held.

Ø May 9-15 - National Police Week, Washington, DC


ADJOURNMENT: This meeting was adjourned at 20:30 hours to reconvene at 15:30 hours on Wednesday, May 12, 2004.
