Board of Director's -- OCTOBER -- Regular Meeting
CALL TO ORDER: Wednesday, October 8, 2003 –
Secretary, J. Huss convened the meeting to order at 15:45 hours.
ROLL CALL: R. Reinhart, President; J.K. Muller,
Vice-President; J. Huss, Secretary; D. Hashin, Treasurer; A. Preece,
Sergeant-at-Arms/ Director; C. Bales, Director; E.N. Evenson,
Director; J. Allard, Director (ABS); J. Nelson, Director.
OTHER MEMBERS PRESENT: None.
GUESTS:
None.
MINUTES: Minutes for Regular and General
Membership Meetings held September 10, 2003 accepted on motion by A.
Preece and E.N. Evenson, with all concurring.
TREASURER REPORT: D. Hashin presented the
Monthly and Quarterly Treasurer’s Reports, which were accepted. He
also reviewed the Christmas Party budget and proposed itinerary for
the party.
EXECUTIVE SESSION: R. Reinhart arrived after the
meeting had convened and briefed the Directors on the proposed
tentative settlement on the Range Lawsuit.
OLD BUSINESS
PORAC CONFERENCE:
The 51st Annual
Conference will be held in Indian Wells, California, on November
20-23, 2003. R. Reinhart has made arrangements for the POA Directors
planning on attending. Again as a PORAC Director, R. Reinhart; and as
PORAC Chapter President, D. Hashin will have their expenses covered by
PORAC. POA Directors attending: C. Bales, J. Huss, J. Allard and E.N.
Evenson.
ASSOCIATION SHIRTS: E.N. Evenson has been
researching costs for purchasing embroidered shirts for use at events
that are attended by the POA. He presented polo shirts for review and
discussed having two different designs uses (Retro-Eagle design for
HBPOA, Contemporary-Cop holding kid design for HBPOF) it was
agreed for him proceed with the suggestions and try to have them
obtained by the end of October.
NEW BUSINESS
PUBLIC SAFETY AWARDS: J. Huss extended his
congratulations to Detective Mike Nakama and Detective Don Howell
(Retired) for receiving the Award of Merit from the Huntington Beach
Chamber of Commerce yesterday.
UNIT MODIFICATION:
E.N. Evenson requested
approval for the POA have the Parking Control Officers join the POA as
their collective bargaining unit. Discussion held. Motion by E.N.
Evenson and J. Huss to allow the Parking Control Officers petition the
change of their bargaining unit, providing a unit modification to the
POA, with all concurring. R. Reinhart will handle the POA’s support of
this modification.
COMMITTEES
LABOR & MANAGEMENT RELATIONS COMMITTEE:

Wednesday, October 8, 2003)

Time – Discussion held on the correction of payroll checks
when an error is discovered or correction needs to be made in
employee payment. It was said to be a "keystroke error" and would
be corrected when taxes are being paid again.

Seniority – Requested a "standard" be adhered to with regard
to employees on "loss time" to either earn or not earn seniority
time while on "loss time" such as maternity leave. It was agreed
that federal and state laws would be followed to be consistent.
NEGOTIATIONS COMMITTEE:
R. Reinhart briefed the
whole Board of Directors as to the status of the recent meetings. Next
meeting scheduled for tomorrow, hopefully with "direction from the
City Council on economic issues" that has not been authorized to this
point as of yet.
RETIREMENT COMMITTEE:
E.N. Evenson said he the
event was successful and well attended. R. Reinhart requested that the
Committee have a meeting with both PMA and POA Board of Directors to
revise the budget for next years’ event. No final report on expenses
received as of yet. R. Reinhart said that he would arrange the meeting
to establish a budget for the 2004 party.
