Regular Meeting
CALL TO ORDER:
Wednesday, July 10, 2002 - President R. Reinhart
convened the meeting to order at 16:00 hours.
ROLL CALL: R. Reinhart, President; J.K. Muller, Vice-President (POL);
J. Huss, Secretary; D. Hashin, Treasurer; A. Preece, Sergeant-at-Arms/
Director; B. Reed, Director; R. Frahm, Director; S. Ekstedt, Director;
G. Coerper, Director (RET).
OTHER MEMBERS PRESENT: S. Fullmer
GUESTS: M. Reid.
MINUTES: Minutes for Regular Meeting May 8, and June 12, 2002
accepted on motion by D. Hashin and A. Preece, with all concurring.
TREASURER REPORT: Quarterly Report (comparing 1st and 2nd
quarters) and Regular Treasurer's Report presented and explained by D.
Hashin. Report accepted on a motion by J. Huss and A. Preece, with all
concurring.
D. Hashin said that he has provided the City information on the POA's
LTD insurance plan. The belief is that the City is seeking better
coverage for the other employee groups.
OLD BUSINESS
LAWSUITS: R. Reinhart gave a brief review and current status on
POA litigation and/or individual POA member(s) involving these cases:
PERS Lawsuit - POA lost their portion on appeal, but we are still
awaiting the Court's written decision. More to be sent out in a
'Membership Update' via Email.
Range Lawsuit - In the process of taking depositions, scheduled to begin
within the next week.
Health Plan/ Workers Comp - This case had been sent out to other
regulatory agencies by the Court, but has since been returned for
action.
Per Diem - An appeal has been filed on the attorney fees.
K9 Lawsuit - On appeal by the City.
FTO Lawsuit - Settlement pending.
COMMITTEES
BYLAW COMMITTEE:
R. Reinhart said that the Bylaws Committee has been meeting to
revise the current POA Bylaws and hope to have them completed by the
August Board of Director's Meeting. After the draft is accepted they
will be reviewed by Legal Counsel for presentation to the membership at
the Annual General Membership Meeting on September 11, 2002 meeting.
LABOR MANAGEMENT RELATIONS COMMITTEE: (Held Wednesday July 10,
2002)
R. Reinhart reviewed these topics that were discussed.
Drug Testing.
Leave Donation Policy.
Supplemental Retirement taxability.
Contracting of Public Safety services or feasibility study.
City Health Plan benefit costs for 2003.
MASTER RESERVE PROGRAM COMMITTEE: (Held Tuesday, July 9, 2002)
R. Reinhart said that a Committee was formed with members from the POA
(Reinhart, Hashin, King) and Department to try and draft guidelines for
a workable program to be implemented in the future. This program is to
use the experience and resources of Huntington Beach Police Department
retirees under the 960 hours which they a limited to work annually
within a PERS system. The Committee has discussed concerns and
formulation of guidelines for the program.
CORRESPONDENCE
· LETTER: Several letters were sent from Mark Reid to the
Department/ City on the POA's behalf on several issues. Discussion held.
· WEAPON PURCHASE: Request from Greg Shaner to purchase the
balance on his weapon vesting with the Department. R. Reinhart requested
this be deferred pending adoption of the Bylaws.
ACTIVITIES:
September 11 - POA General Membership Meeting/ Elks Lodge
September 22 - POA Retirement Symposium/ Training Room A
October 2 - HB Chamber of Commerce Public Safety Awards Luncheon
ADJOURNMENT: This meeting was adjourned at 20:00 hours to reconvene at
15:30 hours on Wednesday, August 14, 2002.
