Board of Director's -- FEBRUARY -- Regular Meeting Continued
CALL TO ORDER: Wednesday, February 27, 2002 - President R. Reinhart convened
the meeting to order at 18:00 hours.
ROLL CALL: R. Reinhart, President; J.K. Muller, Vice-President; J. Huss,
Secretary; D. Hashin, Treasurer; A. Preece, Sergeant-at-Arms/ Director; B.
Reed, Director; R. Frahm, Director; S. Ekstedt, Director; G. Coerper, Director
(VAC).
OTHER MEMBERS PRESENT: J. McMillan, M. Wersching, A. Garrido, A. Smith, J.
Nelson, J. Paholski.
GUESTS: M. Reid.
MINUTES: Minutes provided for approval of the February 13, 2002 meetings.
Motion by A. Preece and B. Reed to accept, with all concurring.
TREASURER REPORT: No treasurer's report given.
D. Hashin said that Hartford Insurance has raised their rates costing the POA
more money to provide LTD benefits to non-sworn members of the POA. He said
that since the terrorist's attacks all insurance carriers have raised their
rates. Hashin and Reinhart to contact other providers for new coverage and
report back to the Board.
D. Hashin also questioned the future of the POA's participation in events such
as Christmas Party/ Retirement Party due to the existence of the POA. His
concern was stated for the POA's commitment to unknown costs of these
programs. Reinhart echoed the concern and advised we take this issue to the
membership for determination.
OLD BUSINESS
RANGE LAWSUIT: R. Reinhart said that he received notice from the POA General
Counsel that the judge returned a written decision stating that there were "trialable
facts" in his opinion regarding this case and our motion to dismiss was not
granted at this time. Lengthy discussion held. [Gary L. Taylor, US District

FLSA LAWSUIT: Offer received from City to settle on the FTO pay, via email. R.
Reinhart said that the calculations were made and the City was withholding on
how the calculations were made. Twenty-two POA members are involved and the
offer is still being reviewed.
NEW BUSINESS
DECERTIFICATION: M. Reid told the Board of Directors that the POA has not
received any notification from the City on a challenge petition supposedly
filed by the 'Huntington Beach Police Protective League' (PPL). No direction
will be taken by the POA until notification is received. The Board of
Directors directed M. Reid to contact the City concerning the alleged petition
by the PPL.
STREET COPS AWARDS: R. Reinhart said that Ken Ferrell from the HB Elks wanted
to have a meeting with the Board of Directors to plan the menu and program for
the 7th Annual Program. R. Reinhart will contact him for a meeting time.
SCALE: Meeting scheduled for Tuesday, March 5, 2002. R. Reinhart said that he
would submit an overview report of the meeting via email to the Board of
Directors.
GENERAL MEMBERSHIP MEETING: Requests have been received from the members for a
Special Meeting to update them on the status of various topics. Discussion
held. Recommendation for scheduling Special Meeting for next month, but no
date was selected.
COMMITTEES
LABOR MANAGEMENT RELATIONS COMMITTEE: M. Reid reviewed several letters that
have been sent recently to the City regarding various topics of discussion in
previous meetings.
- Rear Parking Lot: Letter received from the Chief of Police stated that MEO
Members (via their MOU) civilians are provided/ guaranteed a parking spot. If
further explanation is needed the POA was directed to contact Bill Workman. It
was recommended to discuss this in future LMRC Meetings.
- SOP 165/ Shift Minimums: Letter sent to Ray Silver from M. Reid addressing
the arbitrary changing of minimums without 'meet and conferring'.
- Safety Retirement Proposal for Detention Officers: Letter sent to Ray Silver
from M. Reid addressing the offer by police management now on this topic,
which had been refused by the City during negotiations.
- City Health Plan Out-of-Pocket Fees: Topic addressed in December LMRC
Meeting were the City asked for proof on the change regarding Out-of-Pocket
maximums for In-Network Coverage. R. Reinhart located the documentation from a
previous Insurance & Benefits Committee Meeting. Letter sent to Clay Martin
from M. Reid.
RETIREMENT COMMITTEE: R. Frahm asked if the POA had funding for their share of
the Retirement Party scheduled for September.
D. Hashin said that monies are budgeted for certain events, but it isn't done
per paycheck at a certain amount. He asked to be notified when the next
Retirement Committee Meeting would be held and he would attend to have an
understanding of committee expenses.
R. Reinhart clarified this, along with everything else is on hold due to the
litigation issue with the City suing the POA. At this time, we do not even
know if the POA will exist in September. The monies are budgeted and available
and this will be deferred to a membership meeting.
OTHER BUSINESS
PERSONNEL COMMISSION MEETING: (01-16-02) Reviewed Minutes/ Agenda of Meeting.
New Commissioner appointed - Commissioner Gooch.
