Board of Director's -- DECEMBER -- Regular Meeting

 

CALL TO ORDER: Wednesday, December 11, 2002 – President R. Reinhart convened the meeting to order at 16:00 hours.

ROLL CALL: R. Reinhart, President; J.K. Muller, Vice-President; J. Huss, Secretary; D. Hashin, Treasurer; A. Preece, Sergeant-at-Arms/ Director; C. Bales, Director; E.N. Evenson, Director; S. Ekstedt, Director; J. Nelson, Director.

OTHER MEMBERS PRESENT: J. McMillan.

GUESTS: M. Reid.

MINUTES: Minutes for Regular Meeting November 13, 2002 accepted on motion by S. Ekstedt and E.N. Evenson, with all concurring.

TREASURER REPORT: Treasurer’s report presented and explained by D. Hashin. He also provided a recap of the Christmas Party expenses and said the tentative date for next year’s Christmas Party is December 7, 2003 at the Hyatt Regency Resort and Spa.

EXECUTIVE SESSION: Discussion of the status of lawsuits.

OLD BUSINESS

RANGE DEPOSITION: R. Reinhart said that the POA counsel had reviewed the matter and approved the reimbursement compensation to Terry Orosco, former POA manager, for lost wages/ expenses regarding her deposition in the range lawsuit.

 

NEW BUSINESS

COMPLAINT INVESTIGATIONS: Regarding Department Directive changing the Manual sections 2/700.30C, 2/705.10 and 2/705.20 on the procedure of Complaint Investigations. Discussion held and draft recommendations were reviewed. The Board of Directors agreed not to seek to "meet and confer" on this issue. R. Reinhart would provide additional language per the POA counsel on the matter.

MOTOR POSITION: The Department was requesting a change of working conditions on future "Motor Officer Positions" for career development, 5-year cap with 2 one-year extensions. Lengthy discussion was held – some POA concerns: consistence-training issues; loss of experienced FTO’s; seeking mediocrity instead of perfection; seeking across the board rotation (motorcycle officers, accident investigators, helicopter pilots, detectives). The Board of Directors could not support this "career development" specialty change for consideration at this time, definitely a "meet and confer" issue.

FTO PROGRAM: Recent proposal that came from an FTO Meeting were it was stated that the FTO’s would have new "recognition stripes and stars" on their uniforms indicating that they are FTO’s. The expectation was that FTO’s would take on more of a leadership and supervisory role to the new trainees. Trainees would continue to be monitored after being released in the final phase of training from an FTO. Compensation would be would be determined in the future. Discussion held. The Board of Directors felt that changing the FTO's responsibilities and taking on tasks normally assigned to a sergeant was also a "meet and confer" issue.

R. Reinhart directed M. Reid to draft a letter to the Department regarding these three topics and the POA’s response on these items. M. Reid to handle.

JAIL WORK SCHEDULE: R. Reinhart received a proposal from Sgt. Bill Meers on the 7/11 work schedule for the jail personnel realignment to provide better coverage in the jail. Agreed with the proposal and the Board of Directors declined to "meet and confer" on the issue. R. Reinhart would get back to Sgt. Meers.

WEB SITE: R. Reinhart said that he had obtained a new "pre-designation of physician" form, which is based on the LAPPL form and will be posted on the web site for the membership to download, fill-out and turn into the City in the near future.

DEPARTMENT EMPLOYEE AWARDS: Reminder that the Department’s Employee Awards Breakfast will be held on February 19, 2003 in Training Rooms A & B. Members are encouraged to submit nominees for the various categories.

 

COMMITTEES

LABOR MANAGEMENT RELATIONS COMMITTEE: (Held Wednesday, December 10, 2002)

Krones Payroll System: POA members still reporting errors in their payroll checks. Agreed that any POA Members with payroll problems should contact Shawna Krone-Schmidt regarding police payroll issues.

PERS Reporting: Addressed the continuing problems retirees are having with PERS not receiving actuate information soon enough to process proper retirement check payments.

AB 1516: Discussed the ramifications of AB 1516 and if it will affect Personnel Rules 19 and 20 as it relates to public safety officers.

ADJOURNMENT: This meeting was adjourned at 18:00 hours to reconvene at 15:30 hours on Wednesday, January 8, 2003
