Board of Director's -- APRIL -- Regular Meeting
CALL TO ORDER: Wednesday, April 10, 2002 - President R. Reinhart
convened the meeting to order at 15:40 hours.
ROLL CALL: R. Reinhart, President; J.K. Muller, Vice-President; J.
Huss, Secretary; D. Hashin, Treasurer; A. Preece, Sergeant-at-Arms/ Director;
B. Reed, Director; R. Frahm, Director; S. Ekstedt, Director (POL); G. Coerper,
Director (POL).
OTHER MEMBERS PRESENT: J.J. King, J. McMillan.
GUESTS: M. Reid.
MINUTES: Minutes provided for approval of the March 13, 2002 meeting.
Motion by D. Hashin and A. Preece to accept, with all concurring.
TREASURER REPORT: A quarterly Treasurer's report was presented,
distributed and reviewed. Motion by J.K. Muller and J. Huss to accept, with
all concurring.
OLD BUSINESS
CHRISTMAS PARTY: The membership had received ballots on the option of
changing the Christmas Party format or keeping it the same.
Maintain the current format (adult style) at the Waterfront Hilton - 34
Change the format to (family style) at Disneyland - 14
Returned ballots indicated only 25% of the membership voted, the POA will
remain with the current format for our annual Christmas Party. D. Hashin said
that he would contact the Waterfront Hilton to make arrangements for the
annual event. R. Reinhart said that he would suggest the possibility of having
the Disneyland type, family event for the Department Party.
STREET COPS AWARDS: Nominations were reviewed and the honorees were
selected as follows:
PATROL Category - Senior Police Officer Art Preece
AERO/ TRAFFIC Category - Accident Investigator Robert Barr
DETECTIVE Category - Detective Patrick Ellis
POLICE SERVICES Category - Communications Operator Veronica Logrecco
R. Reinhart reminded the Board of Directors to encourage members to attend 7th
Annual Street Cops Awards Program hosted by the Huntington Beach Elks Lodge
1959 will be held on May 11, 2002. RSVP to Ken Ferrell at 714-968-7460.
NEW BUSINESS
MASTER RESERVE POSITION: Jeff King made a presentation of his concept
of a "Master Reserve Program" to augment staffing at the Department with
upcoming retirements and low recruitment candidates as police officer, with
retired police officers. Jeff King said that he had spoken with some members
of Senior Staff that seemed favorable to the idea. Discussion held. Matter to
be reviewed further.
WEAPON PURCHASE: (04-14-02) R. Reinhart said that C. Moten and K. Innis had
requested the balance on the weapon vesting be purchased by the POA. Both
members were transferring to other agencies. Discussion held. No motion made
and no action taken. R. Reinhart will notify these members.
NOTE: (September 12, 2001 - Regular Meeting) [Due to] increased
retirements expected within the coming years. Motion to limit any future duty
weapon purchase assistance to a cap of $200.00 toward the purchase, by J. Huss
and D. Hashin, with all concurring.
The POA has and will assist in purchase of an officer's weapon, in the
weapon-vesting program for retiring officers, either service or medical, and
in some occasions when extraordinary circumstances exist.
TELECOMMUNICATIONS WEEK: (04-15-02) April 14-20, 2002 was designated as
'Telecommunications Week' on R. Frahm requested a bouquet of flowers be sent
to our Communications Center as an expression of thanks and appreciation to
the dispatchers. Motion by R. Frahm and G. Coerper, motion carried. G. Coerper
to handle.
MEMORIAL CEREMONIES: R. Reinhart asked that those members who are
attending either the state or national peace officer memorials, and requesting
the POA's stipend to submit their names soon. RE: State to R. Reinhart;
National to G. Coerper.
COMMITTEES
NEGOTIATIONS COMMITTEE: 10 APR 02 - The Committee met today to discuss
various 'met and confer' items that needed addressing.
LABOR MANAGEMENT RELATIONS COMMITTEE: 10 APR 02 - R. Reinhart said that a
meeting was held earlier today with several topics being brought to the table.

CORRESPONDENCE
· HB CHAPLAIN'S MEMORIAL: (04-14-02) A request was received from
Sergeant Butcher, Chaplain Supervisor, for assistance in providing a "Memorial
Wreath" and flowers for their program during the Department's Open House on
May 18, 2002. J. Huss said that the POA supported their program before. Motion
by J. Huss and G. Coerper to purchase these items at a cost not to exceed
$200.00, motion carried. J. Huss will handle obtaining the wreath and flowers.
