Annual General Membership Meeting
 


CALL TO ORDER: Wednesday, September 11, 2001 - President R. Reinhart called The General Membership Meeting the meeting to order at 18:00 hours.

ROLL CALL: R. Reinhart, President; J.K. Muller, Vice-President; J. Huss, Secretary; D. Hashin, Treasurer; A. Preece, Sergeant-at-Arms/ Director; C. Bales, Director; E.N. Evenson, Director (ABS); S. Ekstedt, Director (ILL); J. Nelson, Director.

OTHER MEMBERS PRESENT: Attendance roster available.

GUESTS: M. Reid.

TREASURERS REPORT: D. Hashin provided an overview of the membership and financial status of the POA. The highlights of his report are as follows:

Membership: 210 General Members - 11 Associate Members
Dues Increase: A dues increase will be reflected on the 10-18-02 paycheck. The dues will increase .53 per pay period from $26.19 to $26.72 or $1.06 per month.
Retirement Party: Reviewed the budgeted amounts and increased costs of the party, which showed a deficit due to increased dinner and gift costs.
Christmas Party: A request for assistance and the formation of a committee was sought from the membership.
Political Action Committee: Interviews on City Council candidates will be conducted on Friday. Twelve of the eighteen potential candidates will be interviewed.
LTD Insurance: Non-Sworn members of the POA have new application cards, which need to be signed and receive a copy of the policy.
Communications personnel- needs to contact JoAnn Arboreen.
Detention personnel- needs to contact Shirley Woodard.
Foundation: Reminder that the POA has a Foundation for donations to other non-profit groups and police officer family assistance.


GENERAL MEMBERSHIP MEETING

BOARD OF DIRECTORS: R. Reinhart introduced the new POA Board of Directors who are: Corwin Bales, E. Norm Evenson, Dennis Hashin, J. Kreg Muller, Jeff Nelson, Art Preece, Steve Ekstedt, Jeff Huss and himself. He also identified the Executive Board of Directors.

LITIGATION UPDATE: R. Reinhart discussed the status of several lawsuits still pending resolve with the City. They were:
- Per Diem: On appeal for POA legal fees.
- Health Care/ Workers Comp: Waiting a trail date by the Court, which had attempted to ferry the case out to other jurisdictions. City currently under investigation by the California State Workers Comp Board.
- PERS: Court of Appeals rejected the case. Affect is on employees hired before 1994. Specifics unknown.
- Range Lawsuit: POA insurance companies are funding the defense of the case and depositions are currently being taken.
- Other: Reviewed the status of other current or former POA member's individual lawsuits and their status.

BYLAW AMENDMENTS: R. Reinhart said that a Bylaw Committee has been working on revisions of the bylaws and after a draft of amendments is completed they will be forwarded onto legal counsel for review. After legal review they will be mailed out to the POA membership for approval and adoption.

POLICE ATHLETIC LEAGUE: Discussed the option of the formation of a PAL Committee to draft guidelines for membership requests. Mike Lyons volunteered to chair the committee and develop an annual budget and dispersement guidelines. These would then be placed in the bylaws as a Standing Rule.

ANNUAL STAFF SURVEY: Discussion held on if the POA wanted to continue with the Staff Survey and to formalize the questions similar to the way ALADS does theirs. Motion by from the floor and second to continue the survey on an annual basis, motion carried.

CHRISTMAS/ RETIREMENT PARTY: R. Reinhart encouraged everyone to attend the Retirement Party being held on Sunday, September 15, 2002 at MeadowLark Country Club. He also requested members to assist with these parties on Committees.

INGLEWOOD POA: Letter received from the Inglewood POA seeking donation to their defense fund for their officers involved in a video taped incident recently. Motion by Jim Allard and Brandon Reed to donate $1,000.00 to the defense fund, motion carried. R. Reinhart said that he would send a letter with the donation strongly encouraging their association to join a legal defense fund similar to PORAC's LDF.

PORAC CONFERENCE: R. Reinhart said that as President of Orange County Chapter of PORAC he would be attending the annual conference, as would be D. Hashin and J. Huss as representatives of the POA. He requested funding for their wives to attend at an estimated cost not exceeding $300.00 each. Motion by Dennis Ford and Nick Ekovich to permit the expenditure to cover the wives costs, motion carried.

CITY HEALTHCARE PLAN: R. Reinhart said that the POA's Negotiation Committee is currently in active/ ongoing negotiations with the City on their rates for 2003. This is due to a clause in the MOU were members would pick up the difference exceeding 10%. The City had presented several different rates in a short period of time. The City is supposed to present a "correct" set of numbers to the POA in the near future.


OTHER BUSINESS

CHIEF'S RETIREMENT PARTY
: A question from the floor asked if Chief Lowenberg had invited members from the Board of Directors to his retirement party. R. Reinhart said that his retirement party is by invitation only and that some members of the POA had been invited.

DEPARTMENT PHOTOGRAPH: A question from the floor asked if the POA was participating in the Department photograph this week. R. Reinhart said that the POA was not boycotting the photograph.
